GENERAL LEAGUE INFORMATION

1. NUMBER OF FRANCHISES

A. The OFFL currently consists of 12 franchises

B. The 12 teams will be divided into 3 divisions

a. North, South,  and West divisions

b.  The divisions are based on the week 14 power rankings from the previous season.  If there is a tie (two or more teams with the same power ranking), then we use the tiebreakers to determine final rankings.

C. Entry Fee — The OFFL Franchise fee will $100.00 Dollars per year

1. RESPONSIBILITIES

A. Responsible for league finances and distributions

B. Interprets and implements league rules

C. Organize OFFL meetings

a. Coordinate OFFL draft day

b. Coordinate OFFL rule changes

D. Maintenance of OFFL website

a. Updating standings (kept on CBS Sports site)

b. Logging trade transactions (kept on CBS Sports site)

c. Posting weekly scores (kept on CBS Sports site)

d. Updating league news and notes  (kept on CBS Sports site)

e. Updating team rosters (kept on CBS Sports site)

E. Logging weekly starting line-ups (Each owner submits own line-up)

2. TERM OF OFFICE

A. The current commissioner is Gary Baker.

B. The commissioner serves a life term in office, or until he retires.

OFFL TEAM ROSTERS

1. TEAM ROSTER

A. All OFFL teams will consist of the following:

3 Quarterbacks

4 or 5 Running Backs

5 or 6 Wide Receivers

2 Tight Ends

2 Place Kickers

2 Team Defenses/ Special Teams

1 Developmental player(Player with 3 or less years in the league)

Total Roster = 20

Plus 2 Injured Reserve spots.  1 player must be out for the season, the other can be out at least 1 week.

2. KEEPER LEAGUE

A. The OFFL is a “keeper league”. Each owner has the right to keep as many players as they wish on their roster before the draft.

OFFL DRAFT

1. DRAFT DAY

A. The OFFL draft will be held at some point before the start of the regular NFL season.

B.  The draft time and location are set in advance.

2. TEAM REPRESENTATION

A. All teams will have a representative available for draft day.  The owner can draft via phone, computer or app.

B. The representative does not have to be the team owner.

3. DRAFT LENGTH

A. The draft will last until all team rosters reach 20 players. Since each team can keep a different number of players, there is no definite number of rounds.

B. There is no time limit for drafting however all owners are encouraged to pick in a reasonable amount of time.

4. DRAFTING ORDER

A. Each round will have the team with the worst  won/lost total  record from the previous season picking first. Every other team will also draft by their won/lose record, with the OFFL Super Bowl Champion picking last in each round. Teams that had the same total of wins/ losses will also use head to head results to determine draft order.

B. The number of rounds will very depending on how many players each owner kept on their roster.

LEAGUE SCHEDULING

1. SCHEDULE OF OFFL GAMES

A. The schedule will consist of a 14 week regular season.

a. Each team will play the other teams in their division twice.

b. The remaining 8 games will consist non divisional games.

2. PLAYOFF SCHEDULES

A. The OFFL playoffs are 3 weeks long, with the OFFL Super Bowl finishing off the year on Week 17 of the NFL schedule.

OFFL PLAYOFFS

1. POST SEASON SELECTION

A. The OFFL post season will consist of 6 teams. These will be the 3 division champions, and 2 wild card teams.

2. WILD CARD ROUND

A. The top 2 Division Champs get byes.  The 2 wildcard teams play week 1 of the playoffs on the road at the remaining 2 division winners.

B. Home Field Advantage

a. Home field advance will be determined by the same criteria used in the tie breaker system for making the playoffs. (See section below entitled TIE BREAKERS)

b.  The home teams in the Wild Card and Championship rounds of the playoffs get (6points) for (Home Field Advantage).

c.  There is no Home Field Advantage in the Super Bowl.

3. CHAMPIONSHIP ROUND

Week 2 has the 2 Wild Card round winners facing the top 2 division winners.  The seeding is based on overall record.  1 plays 4, 2 plays 3.

4. OFFL SUPER BOWL

A. The two teams who win their games in the Championship round of the OFFL playoffs will meet in the OFFL Super Bowl.

B. The Super Bowl is a neutral site game, so there is no home field advantage.

C. The winner of the OFFL Super Bowl is the OFFL Champion for that season.

5. TIE BREAKER SYSTEM FOR THE OFFL (Based on NFL/OFFL/CBS Sports App  hybrid system)

A. TIE BREAKERS (Two teams not in same division)

1. Head-to-head

2. Power Rankings from Week 14 of the current season.   Week 14 power
rankings are from the end of the last regular season games and before the
playoffs begins. Overall power ranking number. (36-0)

OFFL WEEKLY LINE-UPS

1. STARTING LINEUPS

  1. A.Each team owner must submit their line-up on the CBS Sportsline website/App.

B.  Each team owner must start their best line-up each week.  Any team who puts in a scrub line-up, will have their following season’s draft picks moved to the end of each round.  (The commissioner will determine if any team is “tanking it”, and putting in a scrub line-up.  The commissioner also can implement draft penalties for owners if he feels they are not putting in a solid line-up.  (For example putting in players who actually play in games, but don’t start on a regular basis for a team.  This penalty will be a drop in draft order from there regular season finish to the last spot for the teams which do not qualify for the playoffs.)  Rule B was added 11/30/00.

2. LINEUP TIME

A. TURNING IN LINE-UPS

1.  All owners now turn in their line-ups on the CBS Sportsline website.  If for some reason an owner cannot complete their line-up, they can call the commissioner before kickoff and get their line-up inserted.

3.  If a player does play in a game and is injured, that player is counted as a starting player for the active week.

4.  If a player does not play in the game and/or the OFFL Owner forgets to edit their lineup before game time, no substitutions will be allowed.

3. STARTING LINEUPS

A. Each team will start a total of 8 positions per week

a. Of the 8 positions the following will make up the starters:

1 Quarterback

5 Running Backs/ Wide Receivers/ Tight Ends

(Max 2 / Min 1) (Max 3 / Min 1) (Max 2 / Min 1)

1 Kicker

1 Defense/ Special Teams

3. TIE-BREAKERS

A. WHEN A GAME ENDS IN A TIE

1. Total points for each position will be compared

(Example Qb Vs Qb)

with each teams players listed alphabetically by position

if a team starts 2 Rb’s and another starts 3 Wr’s then

a teams second  Rb would be compared to

the other teams first and Wr.

2. All teams Qb’s, Te’s, Kr’s, and Def’s automatically matchup.  The Home Field Advantage points are added to the home team’s defensive score. Thus giving the home teams defense 2 more points.

3. For each position compared the higher scored position is

given 1 pt.

4. The team with the most points (Max = 8) is the winner

5. If a tie remains, the tie will be won with the most combined

touchdowns, total yards, and turnovers recovered. By comparing these

categories. This is done again by giving 1 point per

category.

6. If a tie still remains, compare total field goals scored. Then

total extra points, then total field goal yards. If after all these

scenarios have been expired, a coin will be flipped by the

commissioner in the presence of at least one of the owners

involved in the tie, and two other owners. If both owners

live outside the metro area, then the commissioner will

flip the coin in the presence of 2 other owners.

(NO TIES ARE ALLOWED IN THE OFFL.)

ROSTER CHANGES / TRANSACTIONS

1. TRANSACTIONS

A. PICKUPS AND TRADES

1. Once a player is dropped by a team he can be claimed by any team.

2. A PICKUP is when a team claims a player from the free agent pool. A team is allowed unlimited pickups. For each pickup a player must be released.

a.  All OFFL roster transactions will be made on the OFFL CBS Website transaction page.

b.  All transactions are made via the worst to first method.  The worst team with the won/loss record, followed by head to head and points.  Each owner can submit as many claims as they want each week, however the team with the worst record gets the player they claimed first.  Followed in order by record and by claims.  If a player is not claimed by Thursday by 9:00 p.m. Transactions are on hold until 6:00 a.m. on Friday mornings.  Then all players are available for pickup until Sunday morning at game time

3. A teams roster must not exceed the maximum player limit. (Injury replacements are allowed.)

4. A TRADE is when teams issue players or draft picks to each other. Trades must ultimately leave each team with 21 or fewer players on their roster.

5. All trades must be approved by the commissioner before they are official.

6. Once a player is traded, he may not return to the roster he was traded from for the remainder of the season. Your OFFL roster is final once week 1 begins.

7. NO transactions may be made during the active NFL week.  Trades can be made, but won’t be posted until after the week is over.

8. The commissioner has the authority to deem any trade null and void. (This is to ensure all trades are fair for any team involved in a trade.)

10.  Teams may trade draft picks for the following years draft, but by doing so, they must stay in the league the following year.  (If the owner of a team quits the league and has already traded away next years pick,  the original trade is cancelled and all players/draft picks involved revert back to their original team, unless the new owner agrees to get a compensation pick at the end of the first round.)

2. PICKUP AND TRADE SEASON DEADLINES

A. THE DEADLINE

1. The deadline for trades is the week following the NFL bye weeks.

2. Pickups are allowed until a the week following the NFL bye weeks.

3. If a team reaches the OFFL playoffs they can still pickup a free agent to replace an injured player or a player cut by an NFL team.    Each owner always has the right to have their full, healthy 20 man roster.

4. Once the OFFL Super Bowl is over trades can be made once again.

  1. 3. CUTS AND INJURED RESERVE

2 IR spots.  One for season ending injuries and one for players out of the game for at least 1 week.

LEAGUE MEETINGS

The league holds its annual draft at some point during the pre-season NFL schedule.  Usually the last Sunday in August.

There may be occasions for other league meetings which will be announced on the CBS Sportsline website.

LEAGUE PRIZES

1. LEAGUE PAYOUTS

1. First place $400 plus next years entry fee covered.

2.  Second place $200 or $100 plus next years entry fee covered.

3. Third and Fourth place $100/or next years entry fee.

4. Fifth place and sixth place $50/or half of next years entry fee.

5.  The CBS Sports website and OFFL website is $200 annually.

OFFL CODE OF CONDUCT

Every owner in the OFFL must be treated respectfully by all fellow owners. Abusive behavior or outbursts will not be tolerated. Any owner who exhibits abusive behavior in any way shall find themselves the owner of a fledgling franchise of a new fantasy league.

OFFL STATEMENT FROM THE COMMISSIONER

The OFFL was started in 1991 by 10 friends to have a good time and to give extra meaning to the NFL season. It has grown and changed over the years and only 2 of the original owners remain. Each owner is in the league to have a competitive team and have fun. LETS NOT FORGET THIS FACT. I founded this league with the intention to do my best as commissioner and to be fair to all teams in the league.
